Meter Reader Identified

18317285_320x1801The meter reader came forward Friday afternoon (watch raw video). Roy Kronk, 46, read a short statement confirming he’d called authorities three times before the remains were discovered.

“I have been and will continue to cooperate fully with the ongoing investigation with the Sheriff’s Office and the FBI,” said Kronk. “I respectfully decline to get into details about what I saw at the crime scene.”

Kronk refused to answer questions and said he would not grant any interviews.

“His participation in this matter is strictly as a concerned citizen with a sharp eye and good instincts and perseverance. He has no connection whatsoever to this case. He has no connection to the Anthony family… Those who have speculated to the contrary could not be more wrong,” said David Evans, Kronk’s lawyer.

Steve Triggs, Director of Communications for Orange County, said Kronk has been a county employee for a relatively short time. Triggs said Kronk is being represented by outside counsel at the county’s expense

Kronk’s role in the case has raised issues because the sheriff’s office admitted Thursday that he had first notified them and Crimeline on August 11, 12 and 13, that he’d spotted something suspicious in the woods.

The sheriff’s office is currently investigating at least three deputies who responded to the scene, but cleared it without finding anything. In the August 13 visit, Kronk even accompanied detectives to the scene.

Officials aren’t releasing the names of any of the deputies involved, but they are under administrative investigation.

”If we missed a window of opportunity we don’t know,” Sheriff Beary said. “I’m not throwing anybody under the bus because we don’t know. That’s why we conduct an administrative review.”

Sheriff’s investigators said Kronk is not under investigation.

“He is not a suspect in this case,” Captain Angelo Nieves said. “He is a credible witness and we consider him so at the Orange County Sheriff’s Office.”

Despite the fact that investigators could have found the remains four months ago in better shape and prevented all the expense to taxpayers of the exhaustive search that’s gone on, investigators said they feel very confident about the evidence they have and that it strengthens their case tremendously.

Remains identified as Caylee

ORANGE COUNTY, Fla. (WOFL FOX 35, Orlando) — Orange County Medical Examiner Dr. Jan Garavaglia announced Friday afternoon that skeletal remains found in the woods belong to missing toddler Caylee Anthony .

“With regret I am here to inform you that the skeletal remains found on December 11 are those of the missing toddler Caylee Anthony.  We are following as our usual protocol.  The next of kin has been notified prior to making the information public,” said Dr. Garavaglia.

Dr. Garavaglia was joined by Orange County Sheriff Kevin Beary when she made the announcement at a news conference at the sheriff’s office.

DNA tests confirm that the remains match Caylee Anthony’s genetic profile, said Garavaglia.

On December 11 a utility worker stumbled upon the remains last week, less than a half-mile from where the girl lived. Garavaglia said some of the remains discovered were as small as pebbles, and authorities weren’t certain how the girl was killed.

Caylee’s mother, 22-year-old Casey Anthony , was indicted in October on first-degree murder and other charges, even without a body. She has insisted that she left the girl with a baby sitter in June, but she didn’t report her missing until July.

“Bottom line is folks, no child should have to go through this,” said Beary.

A search team said they did not check the wooded area sooner because it was submerged in water.

Beary said his department was investigating reports that the utility worker who called in the tip leading to the discovery of the remains had tried several times in August to call in his suspicion about a bag in the area.

“If we missed a window of opportunity we don’t know,” he said. “I’m not throwing anybody under the bus because we don’t know. That’s why we conduct an administrative review.”

Casey Anthony’s attorney, Jose Baez , was with her at the Orange County Jail when she found out the news, said Todd Black, a spokesman for the attorney. She was notified a short time before the news conference about the positive identification. Black said he wouldn’t comment on her reaction.

The case captivated the community where the little girl’s family lived, and Caylee has been a staple on national news as her mother and grandparents pleaded for tips, promising that the girl was still alive.

Caylee’s grandmother first called authorities in July to say she hadn’t seen the girl for a month and her daughter’s car smelled like death.

Police immediately interviewed Anthony and soon said everything she told them about her daughter’s whereabouts was false. The baby sitter was nonexistent and the apartment where Anthony said she had last seen Caylee had been empty for months. Anthony also lied about where she worked, they said.

Other troubling details emerged: Photos surfaced of Anthony partying after her daughter went missing. Friends said she was a habitual liar, but also a good mother.

Last month, the Orange County State Attorney turned over almost 800 pages of documents showing someone used the Anthonys’ home computer to do Internet searches for terms like “neck breaking” and “household weapons.”

In mid-March, someone searched Google and Wikipedia for peroxide, shovels, acetone, alcohol and chloroform. Traces of chloroform, which is used to induce unconsciousness and a component of human decomposition, were found in the trunk of Casey Anthony’s car during forensic testing, the documents say.

A search team said they did not check the wooded area sooner because it was submerged in water.

The meter reader first called the sheriff’s office on Aug. 11 to report a bag on the side of the road. A deputy responded but didn’t find anything and was unable to locate the meter reader. The meter reader called a crime hot line the following day and the information was passed on to the sheriff’s office criminal investigation division.

On Aug. 13, the meter reader called the sheriff’s office a third time. This time, the meter reader met a deputy and the area was cleared as a place of interest a short time later.

Announcement Expected Today Regarding Found Remains

ORLANDO, Fla. — Big announcements are expected today regarding the remains discovered near the Anthony family home last week.

Caylee Anthony was reported missing in July. Her mother, Casey Anthony, 22, is charged in her death. The Orange County Sheriff’s Office is expected to announce the identification of the remains some time on Friday at 2 p.m. at the Mel Martinez auditorium. In addition, the Orange County government is expected to hold a news conference at 3:30 p.m. with the meter reader that discovered the remains to address questions about his involvement.

On Thursday, Capt. Angelo Nieves of the Orange County Sheriff’s Office held a news conference to discuss new developments in the case. He said the same utilities worker called in tips on Aug. 11, 12, and 13, and Dec. 11 regarding the area where the remains were found last week.

Nieves said the calls were handled differently. He said no deputy was brought to the scene after the first call, CrimeLine handled the second call and a deputy responded the third time the meter reader called regarding the scene. Nieves said what happened in that timeframe is being looked into.

Nieves clarified that the utilities worker is not a suspect.

The Meter Reader’s Story

According to WESH 2 News reporter Bob Kealing, a source with Orange County government who has spoken with the meter reader said the meter reader does believe the bag he saw in August is the same one in which he found the remains a week ago. But, he believes the bag was likely moved by animals in the months in between.

For more than a week now, investigators confirm they have continued to find human remains in an area more than a half-acre wide in a wooded area along Suburban Drive.

On Aug. 13, the tipster met with deputies in that area, but he told a source that the deputy saw a rattlesnake nearby in the woods and advised the tipster not to look back there with him.

After the deputy’s search, he cleared the area. It is unknown if the deputy looked in the exact same area where the remains were later discovered.

The deputy’s thoroughness, Orange County investigators said, is currently under administrative review.

The source said the meter reader had just been reassigned to that area again, which is why he went back in the woods to see what was there.

It is unclear if he was “relieving himself,” as investigators have said, or if he was going into the area to satisfy his own curiosity.

When the utilities worker looked inside the bag and saw the remains, he apparently said to himself they had to be Caylee’s, according to WESH 2’s Bob Kealing.

The meter reader is a former member of the military and had just relocated to Central Florida. Now he is anxious to talk about what he saw, the source said.

Baez: ‘We Believe In The Presumption Of Innocence’

ORLANDO, Fla. — Casey Anthony’s attorney, Jose Baez, appeared on the “Today Show” Friday morning to discuss new developments in the search for Caylee Anthony.During his interview with Matt Lauer, Baez repeated that no assumptions about the case against Casey Anthony can be made until all of the facts come to light.”If this turns out to be Caylee, we plan on examining every fact in the case, and going through it with a fine-toothed comb,” Baez said.

Capt. Angelo Nieves of the Orange County Sheriff’s Office held a news conference Thursday evening. He said that the same utilities worker called in tips on Aug.

“I think it calls the entire investigation into question,” Baez said during his Friday morning interview.

Earlier Thursday, investigators said the bag holding the remains, including a skull and some bones, also contained clothing.Authorities also said the body was dumped shortly after the slaying.

The crime scene has grown from about one-half of an acre to an acre.

Crime scene investigators said it’s grown because they continue to find evidence related to the case.

Mother Casey Anthony’s attorney, Jose Baez, filed a motion Thursday to allow him to inspect the debris that’s been pulled out of the woods along Suburban Drive.

In his motion Baez noted that the mounds of dirt, brush and logs will be kept in a secure place by investigators.

Baez said he’s putting them on notice that he wants his experts to have access to all that material as well.

It’s evidence that could lead them to the victim’s identity.

”As we make additional discoveries on the scene here, they will continue to provide that information, properly label it, sort through it, make sure it’s returned to the medical examiner’s office as well, and the medical examiner will take all of that information in its totality in order to … make a determination as to not only gender but definitive identification of the individual,” Orange County Sheriff’s Office Capt. Angelo Nieves said.

Orange County Sheriff Kevin Beary wouldn’t say exactly when investigators will complete their work at the crime scene, but he said the investigation won’t be rushed.

Meanwhile, a friend of Casey Anthony, KioMarie Torres Cruz has sold her story to the “National Enquirer.”Cruz’s father lives down the street from the Anthonys.

Major Announcement Expected In Anthony Case

ORANGE COUNTY, Fla. — Sources close to the investigation of a child’s remains, found less than a half-mile from the Anthony home, told Eyewitness News that a major announcement is possible during a 2:00pm press conference. Orange County’s Comminications Department is also expected to release the identity of the meter reader who discovered the child’s remains.

Steve Triggs, Director of Communications for Orange County, said the meter reader has been a county employee for a relatively short time and would appear at the news conference. Triggs said the meter reader is being represented by outside counsel at the county’s expense. There are concerns surrounding the meter reader who found a child’s remains believed to be Caylee Anthony. The Orange County Sheriff’s Office said Thursday that the meter reader had been to the scene before and had called police about the area in August.Investigators interviewed the meter reader at length about what he knows, but he is not considered a suspect in any way.

“He is not a suspect in this case,” Captain Angelo Nieves said early Thursday evening. “He is a credible witness and we consider him so at the Orange County Sheriff’s Office.”

Since the first day of the investigation, George and Cindy Anthony have said every Crimeline tip about their missing granddaughter Caylee was important.

Their attorney Brad Conway told Eyewitness News over the phonethat Thursday’s developments were the reasons the Anthonys are standing by their daughter Casey.Conway says there are a lot of unknown details in the case. He also has concerns about the meter reader who discovered the remains and the deputy who allegedly checked out the wooded area in August. The Anthonys have said repeatedly they weren’t happy with the Orange County Sheriff’s Office’s investigation. They felt investigators were more focused on prosecuting Casey than looking for Caylee.

The sheriff’s office said the meter reader had called in tips about the exact same area to Crimeline and the sheriff’s office three times in August, two weeks before Tropical Storm Fay hit and flooded much of Central Florida, including the area where the remains were found last week.

The sheriff’s office said it is focusing on its own deputies who came out on August 11 and 13 to inspect the scene. It’s unknown what the area looked like on August 11, the first day the meter reader called and reported seeing a gray bag.

Sheriff’s officials said the man called Crimeline on August 12. A detective checked records and determined the area already had been checked by a cadaver dog.

The sheriff’s office is also investigating deputies who came out and cleared the scene on the 13th of August. The meter reader accompanied the deputies but nothing was found.

Officials aren’t releasing the names of any of the deputies involved, but they are under administrative investigation.

Nieves said the meter reader went back last week because he had a nagging feeling that it was the place to look.

“He called on the 11th, the 12th and the 13th,” Nieves said. “Currently, we are following up on that sequence.”

WFTV legal analyst Bill Sheaffer said the developments would appear to benefit Casey Anthony’s defense attorneys . Eyewitness News Anchor Bob Opsahl spoke with Sheaffer about what he believes will be the defense’s next move in the case. He says the defense is likely to pounce on new revelations that authorities didn’t take the meter reader’s concerns seriously.

Deputies were reportedly called to this very scene in August after a tip from the same utility worker that found the remains.

“The tipster meets with a deputy that responds to the scene on that afternoon,” Nieves said. “They go into the area of the woods. The area is pointed out to the deputy. Deputy goes ahead and conducts a follow-up regarding going into the wooded area. And once he returns to the caller, he advises that there’s nothing there. The call is cleared. Just says that it was trash in the area.”

The crime scene won’t be released until Friday evening or Saturday.

Once they have released the scene, the sheriff’s office will give a courtesy call to Jose Baez, Casey Anthony’s attorney.

So far, he and his team have not been granted access to the crime scene.

News 13 also received a statement from Todd Black, the spokesman for Baez, that said:

“This is a perfect example of why the public and the media should not be pre-judging this case. And Casey Anthony should be given the presumption of innocence until all the facts and all the information is revealed. There’s absolutely no doubt that law enforcement is continuing to withhold vital information, and it would probably be a good idea for the meter reader to retain an attorney.”
